9:00 – 10:00 AM        Welcome & Basic Principles: From Federal Procurement to P3s
This opening session will take a first-look at public-private partnerships and lay a foundation for those new to the P3 world. It will describe P3s, how the federal government uses them, and how they differ from more traditional procurement methods such as appropriations. The session will also take a closer look at types of federal P3s, with a focus on performance-based contracting and leases.

10:15 – 11:15 AM       Where We are Today: Opportunities in Federal P3s
Now that we know what federal P3s are, we’ll take a closer look at how they have been used by the federal government so far. This session will look at several successful P3 initiatives, including military housing privatization, enhanced use leasing and energy savings performance contracts, along with financing tools that the federal government offers to facilitate P3s.

We’ve heard for years that the federal government does not have the ability to finance large-scale construction projects anymore and will be seeking the assistance of the private sector. So, where exactly is the federal government heading? This forward-looking panel will address the future of federal P3s with a focu s on new and upcoming projects as well as a look at best practices and challenges facing federal P3s.

1:45 PM– 3:00 PM        Impact of Legislative Action on New Federal P3 Opportunities
Infrastructure development was a central part of President Trump’s campaign. Since taking office, we have heard some of his plans, but are still waiting on the administration’s promised infrastructure bill. What do we think will be in that bill? How have the tax reform bills impacted federal infrastructure and specifically, P3 policy? This session will take a close look at what is going on in Washington, DC and how it impacts P3s.
